Reform of the inspection system in Kosovo

April 2021

The business environment in Kosovo is overseen by over 30 inspectorates, which are established from year to year in a disorganized manner and without unique, coherent and well-coordinated policies.

The SAA requires Kosovo to implement with priority the reforms for approximation with the EU market, within three to five years of its implementation. The reform of the inspections system has been part of the common political priorities for the implementation of the SAA, through the European Reform Agenda (ERA), since November 2016, when the ERA was approved by the Government.

This policy analysis addresses this reform in three aspects. First, the current situation regarding this reform is described. Second, the shortcomings and challenges that its implementation may face are identified. Third, concrete proposals are given.

Kosovo’s application for membership at the Council of Europe (CoE): Arduous path ahead

Since the declaration of independence in 2008, Kosovo has managed to become a member of several multilateral organizations, including the World Bank, the International Monetary Fund, as well as the Development Bank of the Council of Europe in 2013 and the Venice Commission in 2014. By submitting the request for membership to the Council of Europe on May 12, 2022, Kosovo started an important political process, thus opening a new chapter. There seems to be a long and difficult process involved in joining the Council of Europe. This brief policy note, therefore, provides an overview of Kosovo's application to the Council of Europe and briefly elaborates on Kosovo's strategy and multilateral relations with the Council of Europe.
