Kosovo's prospects to join the WTO: A short evaluation of the decision-making routes

Since 2018, Kosovo has not applied for membership in any major international organization. Although expanding its presence in international organizations has been one of the main goals of Kosovo's foreign policy in the post-independence period, membership in the Venice Commission in 2014 remains the last major multilateral accession for Kosovo.

The Government Program 2021-2025 includes several commitments for multilateral accession. One of the most important commitments is to apply for membership in the World Trade Organization. The WTO is one of the most important intergovernmental organizations dealing with the rules of free trade between nations and states.

This policy note discusses Kosovo's prospects of joining this organization, in light of the functions and importance that this multilateral body plays for the global economy today. The note refers only to the membership process and the membership alternatives available to Kosovo institutions.

The study also argues that submitting an application to the WTO without having a detailed plan prepared in advance with partners can present serious disadvantages for Kosovo's position. It is recommended that Kosovo institutions approach this situation carefully in order to avoid possible false diplomatic steps.

THIRD MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2024)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
The Republic of Kosovo is at a key point in the development of its energy sector, guided by the Kosovo Energy Strategy 2022-2031. This strategy serves as a framework towards a sustainable, efficient and reliable energy system that supports the country's economic growth and improves the well-being of its citizens. In this context, PIPS monitors the implementation of the Energy Strategy, and this report is the third in a row. The monitoring report serves as another tool, becoming a comprehensive overview of their progress towards the strategy for the year 2024 (including the year 2023). The report aims to assess the distinct and common challenges throughout the years of implementation of the strategy.
