LETTER TO EUROPEAN LEADERS GATHERING IN REYKJAVIK ON 16 AND 17 MAY FOR THE 4th COUNCIL OF EUROPE SUMMIT

As the 4th Council of Europe Summit is about to take place in Reykjavik on the 16th and 17th of May, PIPS, along with the Association of Schools of Political Studies of the Council of Europe, have addressed an open letter to the head of states of the Council of Europe members to express our concern over increasing harassment of NGOs, journalists, lawyers, academics, human rights defenders, whistleblowers, and other dissenting voices, aimed at curbing political pluralism and silencing dissent.

The association reminds European leaders of their obligation to accept the principles of the rule of law and the enjoyment of human rights and fundamental freedoms within their jurisdictions.

The letter also calls for action to be taken to pressure governments to ratify and implement the Istanbul Convention on violence against women, to implement rulings of the European Court of Human Rights, and to uphold the principles enshrined in the Convention. The association emphasizes the right to have rights, which includes the poor, the vulnerable, migrants, refugees, and stateless persons. The letter concludes by calling on European leaders to be steadfast in implementing the principles and values for which the Council of Europe stands.

-The Association of Schools of Political Studies was set up in 2008 to enhance the role of political studies in the management of the Council of Europe's program and strengthen links between the schools.

Annual Review of Kosovo's Foreign Policy (2024-25)

The Annual Review of Kosovo's Foreign Policy (2024-25) reflects the main developments in bilateral relations, efforts for new diplomatic recognitions, advancement in Euro-Atlantic integration processes, and ongoing challenges in the dialogue with Serbia, during the reporting period 1 January 2024 to 15 March 2025.

The document provides a comprehensive overview of the actions of the Ministry of Foreign Affairs and Diaspora, including internal reforms, engagement with the diaspora and initiatives for economic and cultural diplomacy. Through the analysis of partnerships with countries in the region, Europe, the US and beyond, the report aims to provide a clear overview of Kosovo’s achievements and obstacles on the international stage during this period.

Instituti i Prishtinës për Studime Politike ka publikuar Raportin e Katërt Monitorues: Strategjia e Energjisë e Republikës së Kosovës 2022-2031, për periudhën 2025 (duke përfshirë edhe masat e paplotësuara të viteve paraprake). Raporti është bërë në kuadër të projektit ‘Rritja e llogaridhënies publike në procesin e integrimit evropian’, në bashkëpunim me Lëvizja FOL, i mbështëtur nga programi MATRA, i cili financohet nga Ambasada e Mbretërisë së Holandës në Kosovë.

THIRD MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2024)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
The Republic of Kosovo is at a key point in the development of its energy sector, guided by the Kosovo Energy Strategy 2022-2031. This strategy serves as a framework towards a sustainable, efficient and reliable energy system that supports the country's economic growth and improves the well-being of its citizens. In this context, PIPS monitors the implementation of the Energy Strategy, and this report is the third in a row. The monitoring report serves as another tool, becoming a comprehensive overview of their progress towards the strategy for the year 2024 (including the year 2023). The report aims to assess the distinct and common challenges throughout the years of implementation of the strategy.
