Annual Review of Kosovo's Foreign Affairs (2023)

This report provides a brief analysis of Kosovo’s foreign policy during 2023, up to 15 February 2024. The purpose of this report is to document developments, challenges and strategic objectives of Kosovo in relation to foreign policy. The data collected includes official government statements, records of diplomatic meetings and analyses of international engagements.

The chapters discuss in more detail bilateral or bilateral relations, diplomatic recognition and membership in international organizations, Euro-Atlantic integration, the dialogue for the normalization of relations with Serbia, as well as the performance of the Kosovo MFA during 2023.

The main findings show that it has been a very challenging year for Kosovo in the international arena, characterized by a complicated process of the Dialogue for the Normalization of Kosovo-Serbia relations, aggravations of relations with key strategic allies, 'punitive' measures by the European Union, challenges in membership in international organizations and lack of movement in the sphere of new recognitions, as well as internal challenges of the Ministry of Foreign Affairs and Diaspora.

This report was supported by the Konrad Adenauer Stiftung - KAS (office in Kosovo).

Prishtina Institute for Political Studies (PIPS) - Organisational Strategy 2025-2030

The Prishtina Institute for Political Studies (PIPS) presents its Organizational Strategy 2025–2030 at a critical moment for Kosovo’s democratic development. Amid growing political polarization, social fragmentation, and geopolitical uncertainty, the strategy reaffirms PIPS’ role as a trusted, independent platform for political education, dialogue, and leadership development.

Building on over two decades of experience and a strong alumni network of more than 700 young professionals, PIPS will focus on strengthening inclusive leadership, fostering collaboration across divides, and promoting constructive political dialogue. The strategy places particular emphasis on youth engagement, social cohesion, interparty dialogue, and evidence-based policymaking as key drivers for a democratic, peaceful, and inclusive Kosovo.

Through its flagship School of Politics, expanded alumni initiatives, and structured dialogue platforms, PIPS aims to counter polarization, support accountable governance, and contribute meaningfully to Kosovo’s European integration path over the next five years.
