The Role of the EU Growth Facility in Advancing Reform and Integration
This policy brief examines the EU Growth Plan for the Western Balkans as a critical opportunity for Kosovo’s European integration. It assesses Kosovo’s institutional readiness to implement reform-linked financing, identifies structural gaps in governance, public administration, energy transition, and human capital, and warns of the risk of losing funds due to weak coordination. The brief argues that only credible reforms, timely legislation, and investment-ready projects can turn the Growth Plan into a driver of sustainable growth and EU convergence.
Rising Political Apathy among Youth in Kosovo
This policy brief explores the paradox between Kosovo’s young demographic profile and the declining political engagement of youth over the past decade. It highlights reduced civic activism and collective mobilization beyond elections, contrasting Kosovo’s experience with regional protest trends. By examining socio-economic, institutional, and trust-related factors, the brief identifies the structural drivers of political apathy and proposes concrete measures to foster more active and meaningful youth participation in public life.
Hate Speech and Disinformation Targeting Women in Kosovo
This policy brief analyzes how the expansion of digital communication has disproportionately exposed women in politics, media, and civil society to online harassment, disinformation, and gendered attacks. Drawing on key national and international studies, it identifies structural challenges that undermine women’s public participation and reinforce gender inequality. The brief proposes actionable recommendations to strengthen digital safety, institutional accountability, and build a safer, more inclusive digital public sphere.
