The Action Plan for Rationalization of Independent Agencies was approved by the Government of Kosovo in 2017. This document is an obligation arising from the European Reform Agenda (ERA), a document derived from Kosovo's Stabilization and Association Agreement (SAA) with the EU. Also the SBS contract, the Financial Sector Support Agreement (SBS) between the Government and the European Commission through which the EC conditions the transfer of financial support tranches with progress throughout the rationalization process during 2018 and 2019 with the achievement of the objectives of this plan.

Rationalization of executive agencies and regulators in Kosovo

The reform for rationalization of executive agencies and regulators started in 2015, as part of the reform dialogue in the field of public administration between Kosovo and the European Union.
The policy framework for implementing the rationalization of executive agencies and regulators foresees its completion by the end of 2021. It is expected to affect over 60 institutions, most of which exercise executive functions.
To contribute to the implementation of this reform, this policy analysis addresses this reform in two dimensions, the context and framework of this reform, and its implementation.
This analysis concludes with the main conclusions and a number of recommendations for the implementation of the reform.

The survey, “International Politics and Political Parties: The Perceptions of Kosovar Citizens” was undertaken by the Prishtina Institute for Political Studies (PIPS) for the first time in 2019. The survey is supported by the Konrad Adenauer Stiftung (KAS) and will be conducted annually, under the PIPS Program for Foreign Policy Analysis.

Targeting rural energy poverty through renewable energy in developing countries -  Literature review and recommendations

Having access to energy is associated with better health services, education and more developed industries. Due to the remoteness of rural areas, these communities often do not have access to modern energy sources and are not connected to energy grids. This contributes to poverty, lack of health services, and low education levels. Using literature review and case studies, this paper will look at the connection between energy and development, the challenges of energy access for rural areas, and how and if RET projects can be designed to tackle energy poverty in these areas.

This monitoring report reviews the achievements of the institutions throughout 2018, nonetheless, we have published monitoring reports for the six- and nine-month monitoring period. In order to give a clear picture of the state and process of ERA implementation, this study focuses on elaborating the methodology and results of the monitoring process, analyzing the current state of the achievements and shortcomings of institutions, as well as providing conclusions and recommendations.

Responsible Reporting on Dealing with the Past and Media Challenges in Kosovo

PIPS has published a new policy brief with the title 'Responsible Reporting on Dealing with the Past and Media Challenges in Kosovo' examining the role of the media in reporting on dealing with the past, transitional justice, and reconciliation in Kosovo. The brief, authored by Besian Beha and peer reviewed by Korab Krasniqi, highlights the challenges faced by journalists and media outlets when covering sensitive issues related to war, victims, justice processes, and social cohesion.

This publication was produced as part of the project “Building Bridges of Accountability: The Path to Reconciliation II” implemented by PIPS. The School of Politics 2026 – Generation 24 brings together young professionals from state institutions, political parties, civil society, media, academia and other sectors for a year of discussions, workshops and exchanges on politics, democracy, leadership and challenges in Kosovo, the region and beyond. The program aims to strengthen knowledge, critical thinking, collaboration and leadership development among participants.

This year’s program is built around five thematic modules, which address some of the most important political and social challenges in Kosovo, the region and beyond. In this document, you can get to know the group and the experiences, perspectives and energy that each one of them brings to this new generation of the School.

The Prishtina Institute for Political Studies (PIPS) presents its Organizational Strategy 2025–2030 at a critical moment for Kosovo’s democratic development. Amid growing political polarization, social fragmentation, and geopolitical uncertainty, the strategy reaffirms PIPS’ role as a trusted, independent platform for political education, dialogue, and leadership development.

Building on over two decades of experience and a strong alumni network of more than 700 young professionals, PIPS will focus on strengthening inclusive leadership, fostering collaboration across divides, and promoting constructive political dialogue. The strategy places particular emphasis on youth engagement, social cohesion, interparty dialogue, and evidence-based policymaking as key drivers for a democratic, peaceful, and inclusive Kosovo.

Through its flagship School of Politics, expanded alumni initiatives, and structured dialogue platforms, PIPS aims to counter polarization, support accountable governance, and contribute meaningfully to Kosovo’s European integration path over the next five years.

These three policy briefs, developed by the School of Politics – Generation 23, address some of Kosovo’s most pressing challenges: leveraging the EU Growth Plan as a catalyst for reforms and European integration, addressing the decline of youth political engagement beyond elections, and countering hate speech and disinformation targeting women in the digital and public sphere. Together, they provide evidence-based analysis and concrete recommendations to strengthen governance, civic participation, and gender equality.
