Everyday challenges for the promotion and implementation of rights and protections for the citizens of Non Majority Communities in the Republic of Kosovo

This report has been prepared as a result of a round table on youth, security and human development in Kosovo in December 2021 and four focus group discussions organized by HD and PIPS during February 2022, with participants from all communities in Kosovo. Participants included policy makers, government officials, activists
civil society, researchers and students. The report was prepared based on the contribution of the participants with the support of Dr. Mark Baskin, Leonora Kryeziu, Dr. Ramadan Ilazi and Ermal Boshnjaku.

In addition, this report describes four interrelated challenges that hinder integration and better relations between members of non-majority communities and Kosovo's public institutions. These four challenges include safety in public spaces for non-majority community members; the implementation of the Law on the use of languages, the functioning of Municipal Offices for Communities and Return and the employment of members of non-majority communities in the public administration of Kosovo, according to the required legal quota.

The report shows that with modest intervention by the government, contact with members of non-majority communities in Kosovo
can significantly improve the daily lives of members of non-majority communities.

Policy Briefs - School of Politics 2025 (23rd Generation)

These three policy briefs, developed by the School of Politics – Generation 23, address some of Kosovo’s most pressing challenges: leveraging the EU Growth Plan as a catalyst for reforms and European integration, addressing the decline of youth political engagement beyond elections, and countering hate speech and disinformation targeting women in the digital and public sphere. Together, they provide evidence-based analysis and concrete recommendations to strengthen governance, civic participation, and gender equality.

The Annual Review of Kosovo's Foreign Policy (2024-25) reflects the main developments in bilateral relations, efforts for new diplomatic recognitions, advancement in Euro-Atlantic integration processes, and ongoing challenges in the dialogue with Serbia, during the reporting period 1 January 2024 to 15 March 2025.

The document provides a comprehensive overview of the actions of the Ministry of Foreign Affairs and Diaspora, including internal reforms, engagement with the diaspora and initiatives for economic and cultural diplomacy. Through the analysis of partnerships with countries in the region, Europe, the US and beyond, the report aims to provide a clear overview of Kosovo’s achievements and obstacles on the international stage during this period.

Instituti i Prishtinës për Studime Politike ka publikuar Raportin e Katërt Monitorues: Strategjia e Energjisë e Republikës së Kosovës 2022-2031, për periudhën 2025 (duke përfshirë edhe masat e paplotësuara të viteve paraprake).
