An Overview of Policies and Efforts on P/CVE in the Western Balkans (III)

Countries around the world have been hit by the phenomenon of violent extremism and foreign fighters, and the Western Balkans was no exception.

This policy analysis aims to shed light on how six Western Balkan countries have dealt with preventing and countering violent extremism (P/CVE). It is intended to be the third and final in a series on this issue. More specifically, this analysis provides a regional statistical comparison of convictions for terrorism and participation in foreign conflicts, as well as an overview of the challenges faced by the six Western Balkan countries in preventing and combating violent extremism.

In 2021, PIPS joined the Resilient Community Consortium alongside Advocacy, Training, Resource Center, Balkan Investigative Reporting Network and Peer Educators Network. As part of this consortium, PIPS’ aim is to raise awareness and increase the understanding of the policymakers and other actors on R&R (Rehabilitation and Reintegration) and P/CVE (Preventing and Countering Violent Extremism). From December 2021 to July 2022 PIPS has organized one seminar, one public discussion and published two policy papers.

As the six Balkan countries are transforming their policies and becoming less carbon-intensive, promoting a green economy and green businesses is just the first component of transforming their economies.

The green economy framework promotes coherence between economic and environmental policies and further support the SDGs that are meant to be integrated with sustainable development.

Green businesses, also known as sustainable enterprises, aim to strike a balance between profit and resource sustainability.

This Policy Brief aims to explain the challenges of the Western Balkans in promoting a green economy and green businesses as the first step in transforming their economies.

Once considered radical outsiders, the Greens are nowadays claiming an increasingly important role in mainstream politics, particularly in Europe.
Coupled with the urgency of climate change and the loss of support for traditional viewpoints, the Greens worldwide
have moved from single-issue environmental groups to inclusive political groups capable of developing and monitoring policies for key state institutions.

Thus, more and more people are supporting green policies, but who are the Greens, and what do they represent
in today’s politics? This Policy Brief aims to explain what the purpose of these green groups is and their role in the parliament's green agenda.

Being a post-war country with a fragile economy, the Government of Kosovo with the support of the international community aims to develop the economy through direct investment and/or improving the investment climate. As a transition economy, the energy sector needs serious and substantial reforms.

This policy goal for the energy sector has been a sustainable, clean, and secure energy supply that will support the developing economy and increase social welfare.

This report will analyze the actors, legislation in force, strategic documents, current obstacles and identify areas for improvement of the Energy Sector in Kosovo during the implementation of the Green Agenda for the Western Balkans (GAWB).

Prishtina Institute for Political Studies (PIPS), in collaboration with PeaceNexus Foundation, is engaging in an internal strengthening process through a conflict-sensitive strategy development process. With a commitment to advancing social cohesion and nurturing the growth of open-minded and democratic leadership, PIPS is determined to align its strategic direction with the evolving political landscape of Kosovo.

To achieve this, PIPS wants to engage in a participatory process and is seeking a consultant or team of consultants that can provide facilitation, analytical, and write-up support on the following work strands:

Review of the Energy Strategy of the Republic of Kosovo 2022-2031

This policy brief is structured to provide a comprehensive analysis of the Energy Strategy. In this publication, we have an overview of the content, structure and formal aspects of the Energy Strategy. Then, the analysis of its alignment with the EU membership requirements continues and it is assessed how much it meets the specific needs of Kosovo. Recommendations for necessary improvements are then provided before conclusions are drawn regarding possible future developments in the Energy Strategy.

This activity was part of the project "Increasing Public Accountability in the European Union Integration Process", funded by the MATRA program from the Kingdom of the Netherlands.

MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2023)

The Prishtina Institute for Political Studies has published the Monitoring Report: Energy Strategy of the Republic of Kosovo 2022-2031, for the period 2023. The report was made within the project 'Increasing public accountability in the process of European integration', in cooperation with the FOL Movement, supported by the MATRA program, which is financed by the Embassy of the Netherlands in Kosovo. The monitored measures are the measures taken from the Kosovo Energy Strategy for the period 2022 and 2023. The report aims to evaluate achievements and identify challenges during the years 2022 and 2023 of the implementation of the strategy.
